A founding member of Haney Phinyowattanachip PLLC, Stacy Haney has devoted her practice to the representation of school boards and educational institutions throughout Virginia. Stacy provides advice and counseling to school boards and administrators on a wide variety of topics including civil rights, personnel and student matters, procurement, board governance, and constitutional issues. Stacy is also an experienced litigator, representing clients before state and federal courts throughout Virginia and before federal, state and local agencies, including the Department of Education's Office for Civil Rights and the Department of Justice. Stacy has lectured throughout Virginia and nationally on various school law topics.
Stacy is also the Chief Lobbyist for the Virginia School Boards Association (VSBA), representing the Association before the Virginia General Assembly. Stacy’s work for the VSBA uniquely positions her to have a deep understanding not only of school law but of the policies and trends that shape education throughout the Commonwealth.
In addition to her law practice, Stacy serves on the Advisory Board of Higher Achievement Richmond, a nonprofit that seeks to close the opportunity gap by providing a rigorous after-school and summer academic and mentoring program to middle school scholars in public schools in Richmond and Henrico. A former Higher Achievement mentor, Stacy now serves as a Pro Bono Counsel for the organization.
A native of Greenville, South Carolina, Stacy enlisted in the U.S. Marine Corps, where she served on active duty for five years. While stationed in southern California, Stacy also earned her undergraduate degree from California State University San Marcos. After moving to Virginia, Stacy earned her law degree from the College of William and Mary.
