Ngalula Tumuteka Tshishimbi (“Teka” for short) joined Haney Phinyowattananchip PLLC in 2025. Prior to joining the firm, Teka served as an assistant public defender for the Office of the Richmond Public Defender for over three years. Teka represented clients in proceedings in Richmond City’s General District courts, the Juvenile and Domestic Relations Court, and the Richmond City Circuit Court.
Prior to her work as a public defender, Teka also had the privilege of serving as a judicial clerk to the Honorable Justice Cleo E. Powell, justice of the Supreme Court of Virginia.
Teka earned her juris doctor from the Northeastern University School of Law in Boston, Massachusetts. Following her graduation from law school, Teka returned to her home state of Virginia where she currently resides and practices law.
